Especially from the perspective of those who want to access and use government information and services, it is difficult to say whether the governance reforms implemented by the federal government over the previous 10 years have enhanced efficiency and effectiveness. The creation of the National Office of the Information Economy in 1997 made a significant contribution to the development of the legal and regulatory framework, in addition to providing leadership across a very broad and diverse range of functions. The Information Management plan Committee's job is to support an all-encompassing or whole-of-government plan.

The AGIMO considers itself to be assisting the IMSC in fulfilling its mission by “identifying and advancing solutions to whole-of-government issues.” Progress was being made, as seen by improved agency coordination and the development of more integrated services, according to AGIMO's most recent annual report. It discussed, for instance, the publication of a draughts paper for the Australian Government Authentication Framework, the Technology Interoperability Framework, and the introduction of the Fed Link encryption system (www.​fedlink.​gov.​au) to increase the security of communications between agencies. In its Information Economy Index and Current State of Play reports, DCITA offers data on topics more pertinent to the digital divide, such as Internet access and usage [26].

A pilot project involving Centre Link and local governments in Western Australia and Queensland is one of the cross-jurisdictional projects being carried out under the National Service Improvement Framework. By delivering real-time eligibility information, this project gives participating local government access to Centre link's Customer Confirmation Service, enabling them to serve their clients more efficiently and effectively. A number of pilot programmes were implemented, including an online student bus pass application system with online eligibility validation provided by Centre link and Fish online, a service for recreational fishermen (https://​eform.​dier.​tas.​gov.​au/​sbpoaf/​).

e-Governance—Comparative Views

The way the government uses technology, especially web-based Internet applications, affects how well citizens may access and receive government services and information as well as how well such services are provided to other government agencies, business partners, and staff members [15]. As a result, the techno-centric point of view actually gives a lot of weight to technological capabilities and the efficiency that they produce.

While an online-based automated government does work, the opposite isn't always true. Absent a democratic and open foundation, automation in the public sector won't always lead to better or more transparent government [16].
